Navigating Values Education in Hong Kong: Implementation Effectiveness and Teacher Preparedness (108179)

Values Education in Hong Kong, integrated within the Curriculum Framework on Values Education (2021), plays a pivotal role in fostering core values. This study investigates the implementation and effectiveness of Values Education in schools, alongside teachers’ perspectives and preparedness, to assess its impact and identify areas for improvement. Guided by the framework for finalizing Hong Kong’s education curriculum development process, which emphasizes stakeholder consultation, pilot programs, and resource development, this research addresses two key areas. First, it explores how schools integrate Values Education into curricula and co-curricular activities and evaluates the extent to which students internalize promoted values. A mixed-methods approach, including surveys, interviews with teachers, and classroom observations across primary and secondary schools, is employed to measure perceived effectiveness and uncover implementation challenges. Quantitative data assesses outcomes, while qualitative insights highlight contextual nuances. Second, the study examines teachers’ attitudes, readiness, and challenges in delivering Values Education. Semi-structured interviews and focus groups with teachers, supplemented by surveys quantifying confidence and training needs, reveal critical gaps in support and preparedness. Preliminary findings suggest variability in implementation success due to resource constraints and differing teacher capacities. This research contributes to understanding the practical dynamics of Values Education in Hong Kong, providing recommendations for refining the curriculum by mid-2026 and better supporting teachers to meet educational and societal needs.
