This study aimed to present a developmental framework for improving scientific publishing among faculty members in Saudi universities, in response to the increasing emphasis on research productivity and international visibility in higher education. The study examined the current state of scientific publishing, identified the main challenges faced by faculty members, and proposed evidence-based strategies for improvement. A descriptive survey design was employed, and data were collected through a structured questionnaire administered to a sample of 212 male and female faculty members from Saudi universities. The data were analyzed using descriptive statistical methods (Frequencies, Percentages, Mean, and Standard Deviation) to identify key patterns and challenges related to scientific publishing. The findings revealed several obstacles, including difficulties in selecting innovative yet feasible research topics that meet the requirements of high-impact journals, limited availability of collaborative research teams, strict institutional publication policies, high publication costs, and delays in editorial and peer-review processes. Based on these findings, the study proposed practical, evidence-based recommendations, such as providing adequate institutional support for research, promoting collaborative and team-based research—particularly for large-scale projects—and offering financial incentives to faculty members who publish in reputable international journals. The proposed framework contributes to strengthening research capacity and enhancing the global competitiveness of Saudi universities.
