The study examines the evolution, implementation, and outcomes of Technical-Vocational Education and Training (TVET) policies in the Philippines over the past three decades. Drawing from the official reports of the Technical Education and Skills Development Authority (TESDA), the Philippine Statistics Authority (PSA), the National technical Education and Skills Development Plans (NTESDPs), and the international development publications, the research evaluates trends in access, quality, gender participations, and employability. Guided by Mazmanian and Sabatier’s Policy Implementation Theory and Sen’s Capability Approach, the study critically analyses how the TESDA Act of 1994, successive NTESDP cycles, and the Philippine Qualifications Framework have influenced national skills development and workforce readiness. Findings reveal notable progress in broadening access to training, institutionalizing competency-based standards, and fostering industry linkages. However, persistent challenges remain, including regional disparities, gender imbalance in technical fields and limited mechanisms for monitoring and evaluation. Trend analyses highlight gradual improvements in employability and certification outcomes but limited advancement in digital and green-skills programs. The study underscores the need for greater policy coherence, gender-responsive planning, and evidence-informed decision-making to ensure inclusive, equitable, and future-ready TVET implementation in the Philippines.
